In almost all countries including Europe, you must require a marketing authorization to place your pharmaceutical product in the market. The purpose of such system is to check the various aspects of pharmaceutical product in term of safety, efficacy, toxicity and many more to ascertain the safety of patients.

However in European countries you can get early market entry before getting marketing authorization under some circumstances and on some conditions. An exemption is made for “compassionate use” for some ethical reasons.
